"Cares Act"

Small business owners and non-profits including churches in all U.S. states, Washington D.C., are currently eligible to apply for a long-term, low-interest loan due to Coronavirus (COVID-19).  The Cares Act is providing "Paycheck Protection Program".  The Paycheck Protection Program prioritizes millions of Americans employed by small businesses by directing $349 billion towards job retention and business operating expenses.

How does the CARES Act benefit my church, ministry, or nonprofit?

• There is now increased eligibility for Small Business Administration Loans under section 7(a) for nonprofits, charities, Christian schools, and preschools.
• The bill also allows for the inclusion of churches.
• Loans can be used for the following: payroll expenses, health care costs, mortgage or rent payments, utilities, and interest payments.
• No loan payments under this program are due for one year.
• No fees are included as part of the loan program.
• The money available for each organization is the average of total monthly payments by the applicant for payroll, mortgage payments, rent payments, and payments on any other debt obligations incurred during the one-year period before the date on which the loan is made, except that, in the case of an applicant that is for a seasonal employer, as determined by the Administrator, the average total monthly payments for payroll shall be for the period beginning March 1, 2019, and ending June 30, 2019.
• The maximum amount the loan can be made for has increased to $10 million.
• Loans made under section 7(a) are to be used for the following: payroll support, employee salaries, mortgage payments, utilities, and other debt.

How can my organization qualify?

• The organization must have been in operation on March 1, 2020.
• The borrower has to have had employees and been paying salaries and payroll taxes during the covered period of March 1, 2020, through June 30, 2020.
• The organization has fewer than 500 employees.
Will loan forgiveness be available?
• Forgiveness eligibility on section 7(a) loans will be in an amount equal to the cost of maintaining payroll continuity during the covered period.
• Forgiveness may not exceed total payroll costs incurred by the eligible recipient during the covered period.

What are my next steps?

1. Contact the bank where your accounts are currently located to determine if it can begin receiving applications for SBA section 7(a) loans, specifically loans you qualify for under the CARES Act.
2. If your bank does not have information on section 7(a) loans, contact other banks in your area that are small-business friendly.
3. While you are waiting, visit https://disasterloan.sba.gov/ela/ to apply for the SBA disaster relief program. The SBA representative will either assign your loan to a local bank or provide information on how to proceed. This will at least get your application moving forward.
4. If you are having issues finding a lender to assist you with your SBA section 7(a) loan, please contact our office, and we will assist you in finding alternatives.
